Our members and partners share expertise on policies that can leverage science, technology and innovation as powerful engines for sustainable development in Asia-Pacific. They bring to the network expertise in specific policy areas. Our members and partners conduct and support research to inform national STI policies. They help identify critical STI policy issues and provide a forum for disseminating policy-relevant research.

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is the regional development arm of the United Nations for the Asia-Pacific region and conformed by 53 Member States and 9 Associate Members. The region, which stretches from Turkey in the west to the Pacific island nation of Kiribati in the east, and from the Russian Federation in the north to New Zealand in the south, is home to 4.1 billion people and to some of the most dynamic, pioneering and innovative countries in the world but also to some of the most technologically deprived.

ESCAP's role in the area of STI policies is to share knowledge across the region on what works, and to keep the region up to speed with the challenges and opportunities that this fast-moving and ever-changing agenda presents.

 

Science and Technology Policy Institute (STEPI)

STEPI is a non-profit organization devoted to research and development of S&T policy and policy alternatives. STEPI strives to become a global think tank in the area of science and technology policy research to promote the national interests and welfare of our people, and contribute to the international community. STEPI plays essential roles in the following areas:

  • Research on S&T and R&D activties and technological innovations
  • Development of S&T policy alternatives
  • Consultancy on technology management strategy
  • Study on the relationship between S&T , economy and society
  • International S&T cooperation
  • Research on global S&T policy
  • Collaboration with government, industry, academia, and foreign institute
  • Dissemination of research outcomes
  • Education and training in its expertise

 

The Office of National Higher Education Science Research and Innovation Policy Council (NXPO)

The Office of National Higher Education Science Research and Innovation Policy Council (NXPO) is an autonomous public agency affiliated to the Ministry of Higher Education, Science, Research and Innovation. NXPO serves as the secretariat of the National Higher Education, Science, Research and Innovation Policy Council (Policy Council) and is, therefore, responsible for facilitating the Policy Council in formulating, deploying and monitoring national policy addressing higher education, science, research and innovation under the guidance and instruction of the Policy Council. To effectively deploy the policy, NXPO is in charge of designing strategies and measures, proposing law and regulation amendments, and establishing, maintaining and allowing public access of integrated databases of higher education, science, research and innovation.  

NXPO was first founded in 2008 as the National Science Technology and Innovation Policy Office (STI Office). As a result of the establishment of the new Ministry of Higher Education, Science, Research and Innovation (MHESI) in May 2019, the role of STI Office has been expanded to encompass policy of higher education, science, research and innovation and the organization was renamed the Office of National Higher Education Science Research and Innovation Policy Council (NXPO).

AI is making it easier for people to do things every day, whether it’s searching for photos of loved ones, breaking down language barriers in Google Translate, typing emails on the go, or getting things done with the Google Assistant. AI also provides new ways of looking at existing problems, from rethinking healthcare to advancing scientific discovery.

Google believes AI will have the greatest impact when everyone can access it, and when it’s built with everyone’s benefit in mind. Consequently, Google is publishing research in a wide variety of venues, and open sourcing tools and systems.

Applying AI to the world’s most pressing problems, as a member of ARTNET on STI Policy, Google will support research calls and contribute to information dissemination and capacity building that support policymakers in Asia-Pacific take informed decisions in the area of AI.

 

The Association of Pacific Rim Universities (APRU)

As the link of leading universities in the Americas, Asia and Australasia, the Association of Pacific Rim Universities (APRU), established in 1997 and is a strong voice of knowledge and innovation for the Asia-Pacific region. APRU brings together thought leaders, researchers, and policy-makers to exchange ideas and collaborate on effective solutions to the challenges of the 21st century.

In the Asia-Pacific region, APRU is the region's leading alliance of research universities aims to shape the higher education and research environment through the strategic combination of policy research, innovative practice and academic leadership networks.

APRU links knowledge to action and research power to policy impact, as universities work together and with partners from government and business, international organizations, other universities, community leaders and funding bodies on solutions to regional and global challenges.

As a member of ARTNET on STI Policy, APRU will bring together talents and knowledge from its 50 university members, to help inform policy makers on the formulation of STI policy.
